Samantha Vargas-Markham

Samantha Vargas-Markham is a former national legislator and presidential appointee who now builds the systems she used to regulate. As a Congresswoman in the Philippine House of Representatives she principally authored 142 measures — 20 enacted into law. As Assistant Secretary in the Presidential Legislative Liaison Office, she helped carry to passage the Internet Transactions Act of 2023, the Philippines’ platform-governance statute.

Since 2024 she has shipped six production AI systems solo — from an evidentiary maritime-incident database built to open-source-investigation standards to an autonomous content pipeline with a working human-review policy gate. She holds an Executive MPA from Columbia SIPA and works at the seam between how governance reads on paper and what happens when a model is about to take an irreversible action.
