Victoria Ferrari

Victoria Ferrari is a policy strategist and systems thinker committed to building equitable, human‑centered public infrastructure. As a National Urban Fellow and graduate of Georgetown University’s Master of Policy Management program, she brings over eight years of experience advancing civil rights, equity, and good governance across local government, nonprofit, and civic tech sectors.

Victoria has led people strategy and impact planning at the Human Rights Campaign, developing training programs and research tools that grounded organizational priorities in lived experience. She also partnered with data teams to translate research into effective policy. At GET Cities, she managed multi‑state economic mobility initiatives and spearheaded public‑private partnerships to drive systems change in the tech industry. Her approach combines narrative change, process design, and data‑driven decision‑making to align stakeholders around sustainable policy solutions. She is particularly interested in the evolving intersection of technology and public interest policy—especially around AI governance, equity audits, and digital benefits systems. Victoria is passionate about helping institutions navigate complexity with clarity and care, and she joins the Foundry to contribute to a community of policy leaders shaping a more inclusive digital future.
